Donald G. Archer is a quality management consultant who offers services to public and private organizations that deliver primary infrastructure projects. His career in the consulting industry includes planning and design; project management; executive management, and construction quality management. Since 1992, Quality Management has been a large part of his career. In 2002, he focused exclusively on Quality Management assignments, and in 2006, he founded PQM, Inc., a Quality Management Consulting Company. Mr. Archer has implemented a process based philosophy in companies and projects to increase reliability and consistency of construction documents, construction planning, and construction to maximize efficiency while minimizing liability, construction cost overruns, and schedule delays.
He has served as the Quality Manager for public agencies, design engineers and contractors to deliver large complex Design-Bid-Build/Alternative Delivery projects, programs of projects, and corporate quality programs. This experience provides him with a very broad perspective of the issues that influence production and how to improve production efficiency, as well as deliver reliable projects while reducing project risk. He approaches work as a partnership with all levels of the organization to add value and advance projects efficiently and effectively.
Mr. Archer is a registered professional engineer in California and Texas, has a Bachelor of Science in Civil Engineering from the University of Oklahoma, an MBA from University of California, Irvine, a Project Management Certification, and several training courses from American Society of Quality. Mr. Archer has conducted ASCE webinars on Quality Management for ASCE each year since 2007.
