Purpose and Background
ASCE 41-13 (Seismic Evaluation and Retrofit of Existing Buildings) is rapidly becoming the main standard being used for seismic evaluation and retrofit of existing buildings. Many building officials and jurisdictions have either adopted this standard or in the process of reviewing and adopting it. This standard is an update to earlier standard ASCE 41-06 and supersedes standard ASCE 31-03 by combining the two standards into one. However, it includes considerable changes and improvements over the predecessors.
The seismic evaluation and retrofit process per ASCE 41-13 consists of three tiers, including tier 1 screening procedure, tier 2 deficiency-based evaluation procedure, and tier 3 systematic evaluation procedure. It is recommended by this standard that a tier 1 screening procedure be performed first to quickly identify buildings and elements that comply with the provisions of this standard. A tier 1 screening also familiarizes the design professional with the building, its potentials deficiencies, and its potential behavior. Further evaluation using a tier 2 or tier 3 evaluation then focuses on the potential deficiencies identified in tier 1.
This webinar provides a brief and overall introduction to ASCE 41-13, followed by a detailed presentation about tier 1 screening procedure including an actual case study. It discusses in detail the evaluation requirements, performance objectives, seismic hazard levels, on-site investigation requirements, and other steps of a tier 1 screening procedure. Finally, a full tier 1 evaluation will be presented on a case study. This webinar provides participants with a practical and step-by-step instruction for performing a successful tier 1 screening procedure. The inclusion of a comprehensive case study will offer practical application of different sections and tables of the standard.
