T&DI Board has reappointed Jianming Ma, Ph.D., P.E., PMP®, M.ASCE, to serve a two-year term on the FY23 Board of Governors. He currently serves as the Traffic Management Section Director of the Texas Department of Transportation (TxDOT).
Jianming Ma obtained his Ph.D. degree in Civil Engineering from the University of Texas at Austin in 2006. Dr. Ma has been a registered Professional Engineer in Texas since 2008, and a certified Project Management Professional (PMP®) since 2019. As Traffic Management Section Director of the Texas Department of Transportation (TxDOT), Dr. Ma oversees the development of statewide traffic management programs including Intelligent Transportation Systems (ITS), Traffic Signals, Transportation Systems Management and Operations (TSMO), and Traffic Incident Management. Dr. Ma has over twenty-seven years of progressive experience in research, contract management, project and program management with a record of establishing operational optimization, development of high performing teams, and improving processes and procedures. Dr. Ma coordinates national studies promoted by the American Association of State Highway and Transportation Officials (AASHTO), Transportation Pooled Fund (TPF), the Transportation Research Board (TRB), and the United States Department of Transportation (USDOT). The range of topics include connected and automated vehicle (CAV), econometric modeling, human factors, ITS, systems engineering, traffic engineering and traffic safety. He has authored, co-authored, or contributed to about 50 technical papers and reports. Dr. Ma serves on the Editorial Board of the Journal of Safety Research.
Dr. Ma currently serves on the FY21-22 Board of the Transportation and Development Institute (T&DI) of American Society of Civil Engineers (ASCE). He is the founding co-chair of the ASCE T&DI CAV Impacts Committee. He serves as a Practitioner Advisor for the Texas State University ASCE Student Chapter. Other national and international involvement activities include Member of the TRB Committee on Safety Performance and Analysis (ACS20), and the TRB Committee on Traffic Signal Systems (ACP25). Dr. Ma is Research Development and Implementation Coordinator for the AASHTO Committee on Transportation System Operations. He is President of Chinese Overseas Transportation Association (COTA). Dr. Ma has been invited to serve on numerous research panels such as TRB’s National Cooperative Highway Research Program (NCHRP) and Strategic Highway Research Program 2 (SHRP2), TxDOT, USDOT, AASHTO CAV Working Group, the Cooperative and Automated Transportation Coalition, and the Connected Vehicle Pooled Fund Study.
