We are thrilled to announce that on June 5th, 2024, ASCE published the ANSI/ASCE/EWRI 33-23, Comprehensive Transboundary Water Quality Management Agreement (33-23): With Guidelines for Development of a Management Plan, Standards, and Criteria. This vital standard, developed by the Environmental and Water Resources Institute (EWRI) Border International Water Quality (BIWQ) Standards Committee, serves as a crucial tool for resolving disputes over water quality of shared water resources at a supranational level. The standard is now available for purchase in both book and electronic formats through the ASCE Library.

The BIWQ Standards Committee is a collaborative effort with members from four countries: Colombia, Mexico, New Zealand, and the United States. We would like to extend our deepest condolences to the family of the late Dr. Fernando Cadena, Emeritus Professor of Environmental Engineering at New Mexico State University (NMSU), who passed away just a month before the standard's publication. His invaluable contributions to ASCE 33-23 will always be remembered.

“As the Corresponding Editor and Chair of the BIWQ Standards Committee, I am proud to announce that we are actively seeking new members to join us as we prepare for the next five-year revision cycle of ASCE 33-23, as mandated by the American National Standards Institute (ANSI),” said Dr. Luzma Fabiola Nava, A. M. ASCE, a leading researcher in water governance at the National Council of Science, Humanities and Technology of Mexico. “With EWRI now requiring all standards revisions to incorporate the effects of climate change, we are excited about these new efforts. A complete and dedicated committee is essential for the successful revision and implementation of the standard.”

Steve Niemeyer, P.E., M.ASCE, and past BIWQ Committee Chair, added, “We welcome anyone interested in contributing to the revision of the ASCE 33-23 standard, which aims to improve water quality among nations sharing transboundary water resources. Please contact either myself [Steve Niemeyer] or Dr. Luzma Nava. Your involvement is crucial, and we need your expertise!”
