ASTM International Technical Committee E64 on Stormwater Control Measures (SCMs) was formed in 2020 to develop test methods, specifications, practices, guides, and nomenclature for SCMs. E64 features over 100 members and is one of the largest collaborative stakeholder groups in the stormwater sector. ASTM E64 has 5 technical subcommittees; E64.01 Lab Evaluation, E64.02 Field Evaluation, E64.03 Component Evaluation, E64.04 Nonpoint Control Measures, and E64.09 Terminology.
These subcommittees have produced, revised, and published eight standards and seven new work items that are developing towards upcoming standards. So far, standards have been created for laboratory testing of hydrodynamic separators for hydraulic characteristics, sediment removal, and trash/debris removal. A field testing standard recently passed its ballot and will become a published standard soon!
Creating new standards begins with an idea, which is used to create a work item. An E64 member becomes the technical contact, who then assembles a group of experts to develop, revise, and prepare the work item for ballot. Ideas for future E64 work items and standards include test methods for measuring performance of catch basin inserts, filtration method hydraulic and pollutant removal efficiency using column testing, batch studies for chemical reaction and sorption efficiency measurement, field testing of performance for rain gardens, stormwater ponds, and other SCMs, and more!
Anyone can become a member of ASTM and E64. E64 is currently a balanced collection of over 100 stormwater professionals, including representation from manufacturers, academia, non-profits, testing companies, government agencies, engineering firms, and several others). It is an exciting time to participate in ASTM E64 as the standards will be the basis of the new national SCM performance verification program, STEPP (Stormwater Testing and Evaluation of Products and Practices). Together, ASTM E64 standards and STEPP can significantly improve on SCM capabilities to protect receiving waters from stormwater pollution.
