Highway Construction Committee
Purpose:
To participate in the development and dissemination of best practices for transportation project construction; to develop and encourage the use of new methods and procedures for the sound and economic construction of transportation projects; to sponsor activities designed to increase the over-all knowledge of construction methods, equipment, materials and cost; to investigate and report on specific problems in the field of transportation construction, maintenance and operation; to act as a focal point within the Society for all activities relating to transportation project construction, and to cooperate with other committees both within and outside of the Society to effect the above objectives.
International Conference on Transportation and Development (ICTD) 2025
ASCE’s flagship conference in transportation and development, co-located with ASCE’s longstanding specialty conference on airfield & highway pavements for an invaluable experience of two conferences in one. Held in partnership with the Arizona Department of Transportation.
MEET THE CHAIR
Robert Scancella, P.E., M.ASCE
Mr. Scancella joined KSE in October 2015, and is working in the Construction Services Department, opening new possibilities for our Construction Management and Construction Inspection business. He brings with him 41+ years of experience in the design and construction of highways, roadways, and bridges, having served in the role of Project Manager, Resident Engineer, and Project Engineer for a wide variety of projects. He spent nearly 20 years of his career with the New Jersey Department of Transportation. During his time with NJDOT he was a Resident Engineer, Project Engineer, Materials Structural Engineer, and Project Manager. He was selected as Project Manager for the first design-build project undertaken by the NJDOT. He is a graduate of the Citadel in 1977.
Mr. Scancella believes in Transportation, Construction Inspection, Design-Build and in service. Mr. Scancella best puts it by saying, “I give of my time and talent to the organizations I belong to because I believe in them and the devotion of them towards the Transportation and Construction Engineer. When you believe in something you find the required time, and teaching others is invigorating - not a hassle.”
