Purpose and Background

This seminar is presented as a series of learning modules that have been developed for personnel, both new to and experienced, involved with design-build (DB) project delivery in infrastructure projects to gain a better understanding of Progressive Design-Build (PDB) in an infrastructure construction context. The course will consist of a combination of lectures to present new material followed by high-impact case studies to reinforce the application of the individual learning objectives using actual cases from PDB projects and current research on the topic. Participants will apply tools, techniques, and processes in practical exercises developing public PDB projects. Additionally, participants will gain an understanding of 1) the strengths and weaknesses of PDB delivery, 2) the characteristics of projects that lend themselves to the strengths of being delivered by PDB to maximize opportunities for project success, and 3) the characteristics of projects that should not be delivered by PDB.

Upon completion of this course, participants will have gained enormously from the experience and practical knowledge of the instructors and will be able to:

  • Explain the advantages and disadvantages of the spectrum of Design-Build (DB) variations to the public agency.
  • Utilize the process for selecting a project delivery method and the risk profile associated with each.
  • Implement the DB project development and delivery process from the development of the solicitation documents (RFQ/RFP) by an A/E, selection of the design-builder using best value and QBS, and project design and construction administration.
  • Develop PDB performance criteria and specifications, design quality assurance, and contract pricing provisions.
  • Utilize the fundamentals of cost engineering as applied to claims analysis.

Assessment of Learning Outcomes

Achievement of the learning outcomes by attendees will be assessed through a short post test.

Outline

DAY 1

  • Introduction to Design-Build Project Delivery: Participants will learn the differences between design-build variants in use today.
  • PDB Research: This section covers current research that delves into the benefits, opportunities, and challenges associated with using PDB in public projects.
  • PDB Procurement Process: This topic covers the owner’s requirements to develop requests for qualification (RFQ) and requests for proposals (RFP). It also presents the industry perspective in generating responsive proposals.

DAY 2

  • DB Evaluation Planning and Award: This module discusses the mechanics of PDB proposal evaluation plan development and provides critical information to all parties in a typical PDB project.
  • DB Design Administration: This module concentrates on what happens during the design phase after award of the PDB contract.
  • DB Construction Administration: This module concentrates on what happens during the construction phase after award of the PDB contract.

How to Earn your CEUs/PDHs

This course is worth 1.6 CEUs/16 PDHs. To receive your certificate of completion, you will need to complete a short post-test in class and receive a passing score of 70% or higher.
